Phil’s early career was in town planning holding posts in Gloucestershire, Reading, Devon, and South Wales becoming Chief Planning Officer with Islwyn Borough Council.
He joined Caerphilly County Borough Council when the new local authority was formed in 1996. Phil was head of Economic Development for 10 years managing a service area that covered business development, tourism and regeneration. He developed the implementation strategy for a £220m investment programme to improve Caerphilly Council’s housing stock of 11,000 homes to meet the Welsh Housing Quality Standard. Phil has had a number of non-executive / trustee roles with Careers Wales, Groundwork Caerphilly, and Planning Aid Wales. After 43 years of local government service Phil retired from full time employment in 2016. Since then, he has spent 5 years as an Audit Committee member with the Older People’s Commissioner for Wales, is currently Town Clerk with Caerphilly Town Council, and has been a trustee with Torfaen Citizens Advice Bureau from 2017.

We moved to the area more than thirty years ago, our daughters were both under two years and it was quite hard at first settling into a new home.
After living here for ten years, we then had ten years working and living in Belgium, near Brussels. We then moved back to the same house here and now our daughters live and work in Bristol.
I retired from paid employment several years ago and now volunteer with different organisations locally, helping manage their finances or digging ditches and planting trees.
I enjoy photography, walking our dog Alfie, a labradoodle, often in the local woodland where I volunteer, and like other ‘old’ people – I enjoy steam trains!!

I retired in 2015 and during my working life I worked in a building society ( I used to be the Manager of Nationwide in Cwmbran) and in the public sector, for the Welsh Development Agency and the Welsh Government. I come from Cardiff, although I have moved about before arriving in Cwmbran. We have been married since 1975 and have a daughter and twin boys, we have three grandchildren at the moment. We now divide our time at homes in Cwmbran and Pembrokeshire.

I am delighted to be a Trustee for Citizens Advice Torfaen. I am a mother of 2 grown up daughters and have an 8 year old grandson. I have worked in tax all my adult life firstly as a tax inspector and more latterly working in the accountancy profession. I spent a year working for a charity providing advice to universities and it was this that sparked my interest in the charity sector. I have had a lifelong interest in horses and am currently the proud owner of a (very) naughty Shetland pony.

In 2023 I retired from the role of Chief Operating Officer with a local Citizens Advice office. I felt it was important to use my skills and experience to continue to support the Citizens Advice Service and decided to become a trustee. This role allows me to continue to make the most of my retirement, spending time with my two granddaughters and finally making time for all the hobbies I’ve been looking forward to as well as providing support to such a valuable charity.
